PCL Best Mound Performer Named Monday, September 27th, 1982 Joe Devitt of the Tacoma Cubs had a fine 20-3 season in 1982 and today claimed the Pacific Coast League Pitcher of the Year Award. He started 25 times, threw 196 innings while collecting 137 strikeouts and fashioned a 2.30 ERA. Devitt allowed only 122 hits, 112 walks and a .176 opponents' batting average. He received 4 first place votes out of a possible 9.
